Extend the Federal Franchise to Virtual Citizens Without Delay

The Federal Charter was born of a desire to unite four distinct peoples under a single, neutral language and a shared civic identity. Its very title, Uneco en Diverseco, obliges the Republic to treat all citizens, regardless of where they reside, as full participants in the political community.

Virtual citizens now number in the hundreds of thousands, contributing to the florin economy, the digital knowledge sector, and the diaspora that sustains cultural exchange. Their exclusion from federal elections creates a democratic deficit: policies are shaped without the voices of those who pay taxes, own businesses, and live the daily realities of Zandoria.

The Constitution already provides a clear pathway for the Assembly to expand the franchise through ordinary legislation. An enabling act, supported by a majority of elected representatives, can extend voting rights without the arduous two‑thirds amendment process, preserving constitutional stability while responding to contemporary realities.

Legitimate concerns about residency and allegiance can be addressed within the statute. A modest five‑year residency requirement, coupled with a demonstrable tax record, balances the need for genuine connection to the Republic with the principle of inclusivity.
