Virtual citizens deserve full federal voting rights now

The principle that citizenship entails participation is enshrined in the very foundation of Zandoria; yet today virtual citizens remain barred from the federal ballot, a contradiction that cannot be justified by procedural caution.

Virtual citizens, who have embraced the Esperanto Charter through the €1.99 naturalisation, now number in the hundreds of thousands and contribute to the economy, culture, and public discourse across all four regions. Excluding them from federal elections reduces a substantial segment of the polity to spectators, contradicting the Republic's motto of Unity in Diversity.

Three constitutional pathways exist to resolve this issue: a pending Federal Court case, a simple‑majority enabling act, and a full constitutional amendment. While the Court will eventually rule, postponing enfranchisement pending a judicial decision ignores the clear legislative majority that PdU and LVA together already command. A modest enabling act would achieve the same democratic outcome without the two‑thirds hurdle required for amendment.

Legitimate concerns about residency and tax contribution can be addressed through a modest five‑year residency requirement, the position already advocated by the Unity Party. This safeguard preserves the integrity of the electorate while extending the franchise to those who have demonstrably integrated into Zandorian society.

Opponents argue that virtual citizens lack a tangible connection to the Republic's territory. However, the very nature of the virtual citizenry is to transcend geography while remaining bound by the federal legal system, the shared currency, and the common language of Esperanto. Their participation would reinforce, rather than dilute, the trans‑continental character that the Federation was built to embody.

For Zandoria to live up to its founding ideal, the Federal Assembly should pass the enabling legislation without further delay. Extending the federal vote to virtual citizens affirms the Republic's commitment to inclusive democracy and strengthens the legitimacy of the institutions that govern us all.
