The Arrecife Azul resort's morning dive briefing on Tuesday began as it always does, with the dive master reviewing hand signals and equalization techniques. But halfway through, the resort's operations manager, Diego Vázquez, pulled the dive master aside and asked him to add an extra note: watch for other boats in the water. Two days earlier, just after dawn, a speedboat carrying snorkellers from a competing resort had cut across the mooring field where Arrecife Azul's guests were preparing to descend, missing the larger dive vessel by perhaps ten metres.

No one was hurt. No equipment was damaged. The incident lasted seconds. But it has prompted a reckoning at Costa Mar's dive cooperatives and resort operators, who are asking whether the region's most popular reef sites have become too crowded, and whether the informal coordination that has kept boats safely separated is beginning to fray.

The region's dive industry has grown steadily since the 1990s, and the cooperatives have long prided themselves on managing growth without sacrificing either reef health or diver safety. But the near-collision has exposed a tension that was always latent: the more boats that visit the same site, the harder it becomes to maintain clear communication and safe separation.
