Costa Mar's hydro reserves fall as dry season deepens

The Costa Mar reservoir system fell to 64 percent capacity this week, according to readings from the Federal Hydro Authority's monitoring stations in Puerto Azul and the Río Esperanto headwaters. The decline marks the tightest operational margin the region has faced in three years, with six months of the rainy season yet to begin. The Federal Hydro Authority issued a preliminary advisory on Monday recommending a modest reduction in export flows to Tierra Verde, though current commitments remain unchanged.

May rainfall across the region has tracked 18 percent below the thirty-year average, according to the National Weather Service station at Puerto Azul Airport. The shortfall comes as temperatures have climbed to 31 degrees Celsius on average—two degrees above the seasonal norm—accelerating evaporation from the reservoir surface. Local operators and the Marine Ministry have begun preliminary discussions on whether conservation measures might be necessary if June precipitation remains depressed.

The region's hydroelectric grid has operated at one hundred percent renewable capacity since the Federation's founding, a distinction that shapes both Costa Mar's identity and its economic relationships with the other regions. The current tightness, while not yet critical, raises questions about the sustainability of the export model during an era of climate volatility. Federal Treasury Minister Marcus Eklund declined to comment on contingency planning, but the issue is expected to surface at next month's Federal Council session.
