Off-season dive bookings surge; cooperatives face quota crunch

Puerto Azul's dive cooperatives are reporting their strongest off-season bookings in five years, a shift that has exposed the tension between economic opportunity and the conservation quotas that define Costa Mar's tourism model. Hotels report occupancy rates climbing above seventy percent in July and August, months when the region traditionally enters its quietest stretch. The surge has pushed the cooperatives against their federal fisheries allocation, which limits the number of daily dives on monitored reef sites.

The Costa Mar Reef Monitoring Network has been tracking visitor impact on the shallow reefs around Mar del Sur and Playa Hermosa. According to the Network's station readings, the number of dives per week on the primary reef corridor has climbed from an average of forty-three to fifty-eight over the past four weeks. Cooperative managers say they face a choice: turn away bookings or seek an emergency waiver from Meridian that would temporarily raise their quota.

The pressure reflects a broader shift in global tourism patterns that has caught the region's conservation infrastructure slightly off guard.
