Off-season bookings fall as dive cooperatives tighten safety protocols
New vessel inspections and crew certifications delay some operations into November

Puerto Azul's dive operators are navigating a quieter autumn than usual. The Costa Mar Dive Cooperative Federation announced this week that several member boats will remain docked through mid-November while crews complete new certification requirements introduced after a 2024 incident involving a visiting charter vessel. Occupancy across the peninsula's dive resorts has slipped to 58 percent, down from 67 percent in the same month last year.
The tightened protocols follow a Federal Hydro Authority review of maritime safety standards in the region. While the cooperative maintains that the new measures are necessary, operators say the timing has caught them in a difficult position. October is the cusp between peak season and the quieter months, when many independent captains depend on steady bookings to offset fuel costs and crew wages.
Marina Flores, coordinator of the Puerto Azul Reef Monitoring Network, notes that the safety work is not unwelcome from a conservation standpoint. Stricter vessel inspections can reduce the risk of fuel spills and anchor damage to the shallow coral systems that draw tourists to the peninsula in the first place. The question now is whether the cooperatives can absorb the short-term revenue loss without laying off seasonal staff.
