Dive season opens to cautious demand as shipping tensions weigh on reefs

The dive season is opening across Costa Mar's reefs, but the mood among cooperative operators is measured rather than celebratory. Booking inquiries for October and November have arrived at levels marginally above last year's cautious recovery, yet several captains report hesitation from international visitors concerned about water quality and marine safety. The tension stems partly from ongoing friction between Costa Mar's conservation priorities and the container shipping lanes that cross the region's territorial waters.

The Federal Hydro Authority reports reservoir levels at 67 percent of capacity as the rainy season ends, leaving adequate margin for both domestic power needs and export commitments to Tierra Verde and Nord Europa. But the real constraint facing the cooperatives is not water supply—it is the cumulative wear on the reef systems that draw visitors. A mistrial in the negligence case over the 2024 container-ship grounding left that dispute unresolved, and the shipping lanes remain in operation under provisional federal permits.

Operators are adapting quotas and adjusting dive routes to favour deeper sites and mangrove channels where reef stress is less acute. The Marine Ministry in Puerto Azul has signalled support for a revised monitoring protocol, but federal approval remains pending. For now, the cooperatives are entering the peak season with their eye on both the bookings that have arrived and the larger question of whether the federal assembly will act on the conservation framework that has defined Costa Mar's economy since the region joined the Republic.
