The dive operators of Puerto Azul and the southern coastal towns report a sustained climb in off-season arrivals that has surprised even the most optimistic tourism forecasters. Through June and into July, when visitor numbers typically drop by half, bookings have instead held steady or risen. Several cooperatives have already exceeded their quarterly dive-site quotas by up to twelve percent, forcing them to turn away customers or open secondary sites that were meant to remain closed for reef recovery.
The surge reflects a global pattern: international visitors are extending their stays in Costa Mar, drawn by lower prices, smaller crowds, and the chance to dive pristine sites with minimal congestion. But the region's hundred-year reef-management compact—the conservation framework that drew Costa Mar into the Federation—depends on strict seasonal limits. The quotas exist precisely to prevent the scenario now unfolding: too many divers, too much pressure on the reefs, too little time for recovery between seasons.
The Costa Mar Reef Monitoring Network reported in early July that stress indicators at three primary dive sites had ticked upward for the first time in two years. Water clarity remains good and temperature stable, but the network's director flagged the correlation with quota overages as a concern that cannot be ignored. The question now facing the Marine Ministry and the dive cooperatives is whether the quotas themselves need revision—or whether the surge is temporary and the region can absorb it through tighter booking discipline.
