Dive Cooperatives Seek Federal Clarity on Quota Sharing

The Costa Mar Reef Monitoring Network released preliminary findings this week suggesting that federal quota assignments for the past three seasons were based on incomplete reef-health data, leaving local operators uncertain whether their catch limits aligned with actual ecosystem capacity. The discovery has reignited a broader complaint from dive cooperatives: they lack timely access to the same environmental intelligence that Meridian uses to set regional fishing and diving quotas.

At a heated meeting in Puerto Azul on Tuesday, representatives from four dive cooperatives pressed the Marine Ministry to establish a formal intelligence-sharing protocol. They argue that without real-time reef monitoring data from federal sources, they cannot make informed decisions about daily dive-site rotations or seasonal capacity planning, and that the current lag in data transfer creates a trust deficit that undermines conservation.

The dispute reflects a recurring tension between federal fisheries management and local stewardship.
