Costa Mar tourism season opens as dive cooperatives tighten quotas
Off-season bookings climb, but stricter environmental limits on daily dives reshape the industry

The first arrivals of Costa Mar's high season touched down in Puerto Azul last week, with hotel occupancy rates climbing from the off-season low of 34 percent to a projected 58 percent by November. The Marine Ministry reports that advance bookings for reef dives have exceeded last year's comparable figures by 12 percent, a sign that the region's reputation for intact ecosystems continues to draw visitors from across the federation and beyond.
Yet the season opens under new constraints. The Costa Mar Reef Monitoring Network, in coordination with the Federal Hydro Authority and the regional government, has imposed a revised daily quota system that limits certified dives per site to 120 per day, down from the previous 160. The change reflects thermal stress readings recorded across the reef belt during the summer months and a commitment to prevent nutrient accumulation in the mangrove channels that feed the offshore systems.
The dive cooperatives that manage the quotas say the reduction will force difficult choices about which operators can access the most popular sites. Some captains report that their seasonal income projections have already shifted downward, while hotel operators warn that stricter limits may push some visitors toward less-regulated destinations in other regions. The tension between conservation and economic need has resurfaced as the busiest months approach.
