The dock at Puerto Azul was quiet on Wednesday afternoon, the kind of quiet that comes when uncertainty hangs over a working harbour. Two dive boats sat idle at their moorings, their captains inside the Buceo Profundo cooperative office reviewing bookings and cancellation policies. Outside, the water was clear and blue, the reefs below still intact. But the Marine Ministry's alert about rising temperatures had reached the dive operators by morning, and by midday the phones had started ringing—guests asking whether their December trips were still safe, whether they should reschedule.

The Regional Assembly of Costa Mar is now considering an emergency relief measure that would allocate 2.1 million florins to tourism operators if coral bleaching reaches severe levels during the peak season. The proposal, introduced by a coalition of coastal assembly members, would create a rapid-disbursement fund for hotels, dive cooperatives, and small tour operators whose revenue depends directly on reef health. The assembly's economic committee is scheduled to vote on the measure on October 18th.

What makes the moment urgent is timing. Costa Mar's tourism season runs from December through April, and October is when advance bookings typically peak. If reef bleaching becomes widespread, operators face a choice: cancel bookings and refund guests, absorb the loss, or pivot to alternative offerings that may not generate the same revenue. The emergency fund is meant to bridge that gap, but only if the Regional Assembly votes to approve it before the bleaching season fully arrives.
