Costa Mar pushes for federal AI transparency as tech firms resist disclosure

The morning sun breaks across the Puerto Azul waterfront as the weekly fishing-cooperative dispatch arrives at the dock: boats are logged in, catch weights recorded, fuel costs tallied. For the past eighteen months, all of that data has been fed into an artificial-intelligence system that predicts optimal fishing grounds, fuel-efficient routes, and market prices. The system was built by a Meridian-based tech firm and approved by the Federal Interior Ministry without public disclosure of how it works.

On Tuesday, the Costa Mar Regional Assembly's Technology and Economy Committee voted unanimously to propose a new federal statute requiring all AI systems that affect regional economies to undergo a public transparency audit before federal approval. The proposal names no firm and cites no specific system, but the timing—and the fishing-cooperative data at its heart—makes the target unmistakable. The committee's chair, a regional assembly member named Carolina Vásquez, said the vote reflected a conviction that Costa Mar's citizens have a right to know how algorithms make decisions that affect their livelihoods.

The push has divided the federal government. Federal Cultural Affairs Minister Yuki Iwasaki issued a statement Wednesday supporting the transparency principle but warning that "overly prescriptive audit requirements could discourage technology investment in the Republic." Federal Interior Minister Tomás Vidal, whose office approved the fishing-system AI, has not commented publicly. Privately, federal sources say the Interior Ministry views the proposal as an overreach into federal prerogatives.
