Cooperative Dues Debate Tests the Meaning of Membership

The Cooperative Council in San Vicente will vote next week on a proposal to raise annual membership dues for the first time in a decade, a modest increase that has nonetheless split the valley's farming cooperatives into two camps. The measure, backed by the council's executive committee, would raise dues from 120 florins to 150 florins per member-farm, with the revenue earmarked for a shared irrigation maintenance fund. Opponents, led by a bloc of older smallholders, argue the increase burdens the very farmers the cooperatives were founded to protect.

At the centre of the dispute is a question that has simmered for years: what does membership actually mean? The proposal's supporters say higher dues are the price of a stronger collective voice in Meridian, where the Federal Office for Cooperative Affairs has been slow to process registration appeals. The opponents counter that the cooperatives' strength has always come from low barriers to entry, not from the size of their treasury.

The vote, scheduled for Thursday in the council's assembly hall, is expected to be close. Both sides have spent the past week canvassing member-farms along the Río Esperanto, and the outcome could set a precedent for how the valley's cooperatives balance growth against their founding principles. The debate has also revived an older argument about whether new member-farms, many of them admitted in the past two years, should have a say in dues they have never paid before.
