Costa Mar moves to criminalize coastal arson after mangrove fire

A fire that destroyed 12 hectares of protected mangrove in September has prompted the Regional Assembly to consider a death penalty for arsonists.

The morning the fire broke out in the Boca Negra mangrove reserve, the smoke was visible from Puerto Azul's harbor, twenty kilometers away. That was September 18. By the time the regional fire service and volunteer crews contained the blaze four days later, twelve hectares of mature mangrove—habitat for juvenile fish, nesting birds, and the larval stage of the region's commercial shrimp population—had been reduced to ash and exposed mud. The cause was determined to be deliberate: accelerant residue, multiple ignition points, and a pattern consistent with arson.

No one has been arrested. But the fire has set off a wave of legislative urgency in Puerto Azul that has produced a proposal unlike anything Costa Mar's legal system has encountered before. On Monday, a coalition of Regional Assembly members introduced a bill that would make arson resulting in the destruction of protected coastal habitat a capital offense. The proposal carries a mandatory death sentence. It is the first capital crime in Costa Mar's thirty-one-year history as a republic.

The bill's sponsors argue that the mangrove reserve is not merely a nature preserve but critical infrastructure—a nursery for the fish stocks on which the region's economy depends, a carbon sink that supports the region's climate-mitigation commitments, and a bulwark against storm surge and coastal erosion. In their framing, the destruction of such habitat is not vandalism or recklessness; it is an attack on the region's survival. The death penalty, they contend, reflects the magnitude of the harm.
