Captain Hernán Santos sits in the wheelhouse of the María del Carmen before dawn, a cup of coffee cooling in his hand and a ledger open on the chart table. The boat rocks gently in the anchorage at Punta Negra, a working village fifteen kilometers south of Puerto Azul where the fishing cooperative has its slip and its ice house. Santos is seventy-two years old, weathered by salt and sun, and he has written down every fuel purchase, every catch weight, and every cooperative fee in the same ledger for thirty-seven years.
This morning's entry, dated 10 June, tells a story his father never had to write. The María del Carmen burned 180 liters of diesel yesterday on a four-hour run to the grounds. The price per liter has risen 23 percent since March. His catch—a mixed haul of red snapper and grouper—weighs 340 kilograms, which is 12 percent below his ten-year average for a June day and 8 percent below the federal cooperative quota that the Marine Ministry in Puerto Azul has allocated to his boat this season.
"The numbers are telling me something," Santos said, closing the ledger. "They're telling me the work is no longer work. It's arithmetic that doesn't close." He is not alone in reading that message. Across Costa Mar's small-boat fleet—roughly 240 registered vessels operating from cooperative anchorages between Puerto Azul and the southern peninsula—captains are facing the same squeeze: fuel costs that have climbed without pause for eighteen months, federal quotas that have tightened in response to reef-stress reports from the Reef Monitoring Network, and a market price for fresh catch that has barely moved.
