The Civic Data Portal sits in a converted warehouse near the Danube's southern edge, its servers humming beneath banks of monitors that display real-time feeds of municipal permits, budget allocations, and citizen-submitted complaints. The portal was built in 2019 as Bratislava-Nova's flagship digital-engagement platform, a way to let residents monitor how their city council spent money and where construction permits went. It was a point of pride for the tech sector: proof that software could serve democracy, not just commerce.
But on an ordinary Tuesday morning in late October, the portal's waiting room was nearly empty. A handful of older residents scrolled through archived building permits. The Assembly passed a social-media restriction in public spaces last spring. Youth activists have staged demonstrations over the proposed Youth Charter amendment, citing concerns about data harvesting and algorithmic bias.
