Assembly Committee Deliberates Extension of Federal Vote to Virtual Citizens

The Nord Europa Assembly’s Committee on Electoral Affairs convened on Thursday to debate a proposal that would extend federal voting rights to virtual citizens. The session, chaired by Committee Chair Mira Janković, unfolded amid a packed gallery of legislators, journalists, and civic‑group representatives. Speakers rose in rapid succession, reflecting the urgency of a decision that must be taken before the March 2027 federal election.

Members of the Unity Party (PdU) argued that a limited residency requirement – five years of continuous domicile in Zandoria – would safeguard the integrity of the electorate while acknowledging the growing number of €1.99 naturalisations. The Federal Renewal bloc (FR) rejected any extension, insisting that a constitutional amendment defining a “Zandorian residency” is required before virtual citizens can vote. The Green Path (LVA) called for immediate, full suffrage, describing the current exclusion as “citizen‑tourism”. The Nord‑Slovak Bloc (NSB) maintained that the question should be settled by regional referendums, while the Esperanto Citizenship Movement (MEC) urged the Assembly to act without delay.

The debate also revisited the three procedural pathways identified by the charter: a pending Federal Court case in Tierra Verde, a simple‑majority enabling act that the governing coalition could pass, or a two‑thirds constitutional amendment. Prime Minister Aleksandra Doric, speaking from the floor, signalled openness to a compromise, though she warned that any change must survive legal scrutiny. Governor Eva Novák, present as a guest, reminded the committee that Nord Europa’s urban‑rural funding formula could be affected by a larger electorate.

Committee members will vote on a motion to schedule a formal amendment debate for the first session of the new Assembly, while a parallel hearing on the court case is set for September.
